FloSeer is a Houston-based technology company focused on bringing clarity and accuracy to liquid transfer operations in the energy industry. Our flagship software, ValiChexTM, helps terminals, refineries, and transport hubs automate ticketing and validate flow during ship, truck, or train loading. By analyzing tank level data alongside flow meter readings, ValiChexTM calculates actual filled volumes while accounting for factors like line pack and tank lid weight. The result is a precise, real-time view of product movement that helps detect losses, prevent theft, and improve operational accountability. Our Team
Samer El Issa, P.Eng., MBA, PMP
Managing Director
Samer has over 20 years of experience in the Oil & Gas industry, combining deep expertise in flow measurement, control systems, and digital transformation with a proven track record of executing complex industrial projects across North America and internationally. He holds a Bachelor of Engineering from McMaster University and an MBA from Cornell University.
He began his career at GE in Edmonton, supporting SCADA and PLC systems, and later joined Emerson in Calgary, where he delivered automation solutions for upstream and midstream operations.
Over time, Samer expanded into leading data management and Industrial IoT (IIoT) initiatives, ultimately serving as Global Director of Emerson’s Digital Systems division within Measurement Solutions. Based in Houston, he led global teams responsible for launching advanced technologies including metering supervisory systems, IIoT platforms, digital twins, and diagnostics that reshaped how customers manage and optimize operational data.
Lawson Ramsay, MBCS, MInstMC
Technical Director
Lawson has over 35 years of experience in the Oil & Gas industry within the design, product development, execution and operation of flow measurement systems, and is also a specialist for ultrasonics. He has 8 US Patents all associated with metering.
He worked for 20 years for Daniel Measurement & Control, and subsequently Emerson, in the design and execution of metering systems for the oil and gas industry. He progressed his career from programmer to Technical Manager – System Electronics spanning multiple departments. As a subject matter expert within Emerson/Daniel UK, he helped develop over one hundred metering systems for global customers. He also developed several products such as the DMS, DMS+ and the world’s first online condition-based monitoring system for ultrasonics.
Since 2010, he worked as a consultant with Daniel, with meter manufacturers and directly with end-users, as well as 3rd party independent consultants Intertek and SGS as a flow specialist.
Bader Diab, PhD, PE
Partner
Bader holds a BSc and PhD in engineering from the University of London, UK and is a registered professional engineer in Texas.
He is an experienced C-Suite executive with an entrepreneurial track record of founding, managing and growing companies. Broad exposure to the Oil & Gas industry having worked over 35 years in the United Kingdom, the United Arab Emirates and the United States and executed projects in many regions of the world.
Experience covers a range of responsibilities including company strategy, management of technical and commercial functions, growing and professionalization of shared services and establishment of digital transformation initiatives.
Kam Raoufian, P.Eng.
Senior Technical Consultant
Kam Raoufian brings 33 years of unparalleled expertise in project management and technical leadership to the realm of industrial automation. A Professional Engineer (P.Eng.) with a Bachelor of Electrical Engineering, Kam’s career has been dedicated to driving smarter operations through robust system design and implementation. His extensive background includes specializing in SCADA system design, PLC programming, and deeply understanding flow computers and measurement concepts.
Having spent three decades at Emerson, Kam has led numerous large-scale projects across conventional oil and gas production, natural gas, crude oil, and refined products transmission pipelines, Oil Sands, and SAGD. His project experience encompasses critical areas such as SCADA migration and upgrades, control system migration, and automatic ticket retrieval.
Derek Csaszar, MBA
Marketing & Commercial Advisor
Derek has worked in the Power and Energy Industry for 20 years. His career began as a field engineer with Kiewit constructing power plants throughout the US. He then joined a global Emerson team as an estimator/designer of oil and gas custody transfer systems. His experience and academic background allowed him to morph his role at Emerson into the Director of Marketing of the Measurement Systems and Services group.
Derek holds a Bachelor of Science in Electrical Engineering from The Ohio State University, and an MBA from Purdue University.
